Sounds like he's trying to control your social life due to his own insecurities, and then guilting you into not hanging out with your friend by him agreeing to cancel his plans if you make plans. Sounds like controlling behaviour to me. Your friends don't need his approval. Either stand up to him or leave, because this sort of behaviour, when left unchecked can grow to become worse.
