I think your question hit him in what's clearly a very sensitive spot. It would have been better if you had asked him if he was okay rather than immediately assumed he was on drugs.
He should not have mocked you. And the way he handled things is not good communication for a relationship. He needs to apologize for that. But I'm sympathetic to him, because if he has put drugs behind him, then it could be hurtful to have someone close to him assume he has relapsed when it's not true.
I think you should apologize for your assumption, but also ask him where his reaction came from. Then you can tell him you were hurt by him and you want both of you to handle things better in the future.
