Maybe this is because I am not a parent but I was reading this post and thinking “really, this is worth seeking advice for?”. Even if the wife is lying to him, she probably has her reasons and (to me) it's not that big a deal. So what if she lets the son win? He doesn't get to win against the dad it seems like, just seems like a nothing burger of an issue. In OP's shoes I'd just shrug and let it go – not a hill worth dying on, really, is it?
Here's one easy way this could happen:
Your wife turns on airplane mode thinking that it turns off GPS as well – but it doesn't. Google maps uses several ways to determine your location, not only GPS. Your wife goes to her coworkers house to bang him. On the way there the phone in her purse and inside the car doesn't pick up a good enough GPS signal, but it does when she gets there (or she connects to his wifi maybe). Same thing heading back to work until she turns airplane mode back off. Google maps shows the jump in location because it didn't receive location information on the commute there and back.
Then she makes up the most ridiculous lie ever knowing that you're so naive and gullible that you'll be convinced that her phone just coincidently showed her at this one specific coworkers house. Instead of asking how it could possibly do this (it won't) you're asking people to convince you that GPS is a thing and explain how her phone could possibly show her there when she definitely wasn't because she told you so.

You have made your boundary clear, and by my count he has violated it TWICE since then.
Your next step is actually enforcing it. A boundary is meaningless if there are no consequences for stepping over it. He's “really sorry” and he should be but that's not fixing the problem, is it?
So the question you have to ask yourself is: he's 2 strikes now. You are apparently (perhaps foolishly) giving him another chance. What are you going to do when he hits strike 3?
He needs to go LC/NC with this girl if he wants to stay in his relationship with you. I can't think of many monogamous partners who would be okay with him sharing a bed with someone who has been very clear about wanting to be more than friends with him.
But YOU need to actually enforce your boundaries – or they are just air – and meaningless.

You should be able to go through your mobile carrier, on their website or otherwise, and get a time stamped list of all the texts from each number. It won’t give you the content of the text, but it will give you the date, time, and number it’s from. At least I can vouch this is currently true of T-Mobile, and used to be for Sprint.
