OP as you mentioned in your original post, you guys have been dating (and presumably intimate) for 1 month.
I suspect its all in his head, and he needs to focus more on relaxing and just enjoying the intimacy and worry less on “performing”.
Give him assurances that he does not need to “perform” to the standard he is setting in his head, and ask him instead just to slow down and take it baby steps at a time. Over time, I'm sure the consistency will come with the comfort.
