When drunk he makes time for you, when he’s not drunk he doesn’t. Could be he’s shy, busy, or just lonely when drunk looking for anyone to talk to. But those reasons don’t matter because even if he did like you, he’s not making time for you when it matters. And if you start out a relationship pushing for him to make time for you, or accepting that he won’t, either they’ll resent you or you’ll resent them. Better to move on.

Don’t tell her. The fact that he’s trying to get back with you means he’ll react badly if you tell her and he works out it’s you. He would make your life hell at best and potentially physically harm you.
