If he's not missing bills and he's continuously providing for you, it is your responsibility to make sure your job is also completed. If you can't handle the house, get a job and split the chores. Otherwise you have to fully jump into the role of providing a clean home. If you have children together this will only get more difficult. You should probably get a job.
As you get older, you'll find that most people won't make a big deal about your birthday unless (a) you ask them to, or (b) you do it yourself.
Most adults I know make very little fuss, if any at all, over birthdays. It's just too difficult to make a big deal about everyone's birthday (look at your Facebook birthday notices and imagine that every day you got one of those you had to “do something”).
If you want your partner to make a big deal out of your birthday, you need to tell him that. It may be that he (like many adults) views birthdays as mostly meaningless to everyone except the person who's actually having the birthday.
Generational trauma is hot to break out of. It’s is abusive behavior but he probably doesn’t see it as that because it’s super normalized.
If this is a dealbreaker for you then that’s not something you should feel guilty about. If this is a relationship that you want to keep then I’d suggest talking about your expectations in relationships (and your dealbreaker) and maybe going to a councilor/therapist.
