Stop with the joint account. You're not married. Figure out a division of bills. Pay your half of the rent directly to the landlord. Then say divide the rest. You can either split each bill in half or divide them equitably (eg you pay the utility bill and he pays the internet bill/streaming services.) Everything leftover pays your personal expenses and whatever extras you want and the same with him. After that, you split the chores. If he doesn't want to get on board, then find a better boyfriend.
