She wants approval to cheat without it being cheating since youre opening the relationship. She was being close to a guy she knew had interest in her and responded. She kept it going leading up to the trip where she realized was her big chance to sleep with him finally if you gave approval. I think even if you said no she would have still done it eventually during those months. You should consider how long she thought about this before bringing it up to you
