I can see a bit of both sides where you want to help out your sister but I am probably more like your husband where I don’t like strangers in my home, especially if they’re going to be difficult in some way (arriving super late, mental health issues)
I think you need to pick a quiet time to sit down with your husband and talk about his boundaries and you need to try and understand him.
do you have a guest bedroom she stays in ? how long would she be staying ? (“I don’t know” is not a reasonable answer”) why does she need to stay with you ? Are there no other options ? how much notice does she give ? And does she ask or mostly tell you she’s coming ? is she a bad houseguest ? if his brother or a friend of his you don’t like much wanted to drop by after midnight on night to crash for a couple of days at your place, how would you react ?
