I can see your frustration. It's approaching 4 months and you'd think by this point he'd have put his money where his mouth is so to speak, especially as it isn't like distance or any other practical elements seem to be the real concern.
Could be he is shy. Could be he is just bad at this stuff, doesn't realise where the dynamic could be. Could be he is just prone to keeping people at a distance. It is hot to know what it all means, though the fact he is still engaged means on some level he is obviously invested.
Maybe try pushing from your end a little. Casually organise a date, or at least doing something together, and see how he responds. If he continues to be vague, non committal, wishy washy, then maybe the real question is whether you want to pursue a dynamic with someone that is going to cause you all this anguish even if he does happen to like you.
