You’re not crazy for feeling this way. I think your vision of what the future with him as a parent would be is probably accurate. It’s not even about if he views pets/dogs differently than you do- this is clearly important to you and he….doesn’t care? If he doesn’t care about the dogs health on his own (red flag to me but whatever) he also doesn’t care about the dogs health as something that’s important to you? Your partner should care about the things that matter to you- if only because they matter to you, let alone that this dog is a living creature you both decided to take responsibility for and he seems fine to just let you do the work. What else around the house does he just let you handle because ‘you’re better at it’ or ‘you care more’?
