Please stop giving friends physical gifts for birthdays, you're well past the age to be doing this. My older sister too is one that always feels compelled to do these sorts of things – while it makes her feel good doing it, always comes off strange.
Now to me, a birthday message is more then sufficient. I see your point, you expected it, were told, and it never came. But it's awkward for friends to put this sort of tit for tat situations out there. Maybe it's a money thing, maybe he forgot… but your friends.
Don't put monetary worth to a friendship. Like wise, don't give monetary worth out to friends.
I don't know your relationship dynamic, or her motivation, but is it possible she had a plan to get pregnant in a particular time frame, and by you now wanting to use condoms, you've taken her plan away? As in, she's being dishonest
