This is a really tough situation and you're right in thinking it's not easy. You're asking her to add an hour of travel time on to everything she likes to do in order to on-line in a place where she doesn't know anyone and is unlikely to make any new friends. I only know American cities from movies but the suburbs there always look incredibly boring to me.
