I think many of us have been here. And I’m sorry to say – there’s no threat of losing the relationship that generally works. He’s gotten away with a free ride of being taken care of, in person and in environment, for 12 years. After all this time, he’s probably trained himself NOT to be able to do more than he can.
You are at moment when you have only 2 choices: walk away or sun up for a lifetime of this. You can’t change anyone, you can only change yourself.
At the very least, you shouldn’t do drugs, drink, and engage in risky behavior around a guy that has a drug problem. You’re enabling him to make bad choices.
On top of that… Do you really want to be friends with the kind of person that allows a helpless, innocent pet to die out of neglect??

You might try asking her to “hang out again” . Taking her back to your place might be forward until you know her intentions, but you could always ask her if she is comfortable at your place or prefers public. If she does go out, maybe lightly mention you haven't been on a date in 12 years. Jokingly say you aren't going to tell people or gossip, but in your little diary you are counting it as a date so you don't feel so ashamed. See what her reaction is, she might even say she counts it as a date too.
Either way, basically just be light and humorous. Don't try to press too hard or make too much of an impression. Relax and be yourself. If she likes you more than a colleague, it will start to show. If not, you are no worse than you were before you went out with her.
Either she really can't own up to her own actions and then can't even speak up for herself… Or she's easily manipulated by her roommate. Either way, best not pursue any further with either of them.
For sure set boundaries. Set a schedule that he can come over. Like Tuesday and Thursday afternoon or something that works for you. Then if you have something planned, you can call and cancel for that time.

Tell her it doesn't matter whether to her he is only a friend if he wants to be with her and will flirt with her etc. It is good practice in relationship to not only not cheat, but do not act like someone who would be cheating as to not cause unnecessary anxiety. I think you need to explain to her.
