Quit chasing him, reverse the roles.
He sounds as if he is either taking you for granted, or has lost interest. Declare to him he doesn't seem to want to spend time with you anymore, so you aren't going to contact him to avoid being a distraction in his busy life even though that isn't what you want. Maybe this will wake him up and make him see he is about to lose you.
Hopefully this will reignite his spark and make him show you what you mean to him. If not, you forced the inevitable and at least can end it without him playing games and toturing you for who knows how long.
The alternative would be to show up and ask to talk. Find out if he is just done, seeing someone else, or it was an honest mistake. Either way, get answers and do not continue this pattern of waiting to see what happens.
