In most rental apartments I've had in the US it would have been a violation of my lease for sure to have anyone 'visit' for 6 months.
It seems unreasonable to me to expect to have any kind of guests for 6 consecutive months in a small apartment (in a non-emergency situation). I totally get where OP comes from when saying 3 months this year and again next year would be fine, but 6 at once is too much.
I think it's good to be honest about your limits to avoid resentments. It's a shame she can't see the generosity in a counter offer of 3 months spread over 2 years.
I can't offer much advice, but you have my best wishes. This could be a deal breaker for both of you. If so, it's probably better to find out sooner than later.
Whatever is decided, if they are visiting, it needs to be clear how the bills and chores will work. Taking care of 2 more adults is not insignificant in cost, and that cost includes time, money, and intimacy. Surely they will put one helluva wet blanket on your sex life.

Sometimes bad cell service in the area or a weird wifi connection can cause your location services to not accurately pinpoint where you are. Like if you're losing service while using Google maps and your car freezes and then super speeds to your new location once it gets service again.
However, I would say if she normally has a good connection at work and you've had no problems before seeing her location at work its a bit suspicious. Especially because her immediate reaction was to deny, start literally crying, leave, and then immediately stop sharing her location with you. Those are all red flags.

You could simply ask him to have some 1-1 time, tell him you'd like a brother's day out to reconnect as you get so little time to be together just the two of you etc. That isn't awkward or weird.

My guy, you need to speak with your brother. Have a heart-to-heart and explain to him, in simple terms what you've already told us. Hell, show him this thread if it helps.
The long and the short of it is you need to explain to him why you haven't been seeing him, that you have a problem with his girlfriend due to how she disrespects your boundaries and makes fun of them which is disrespectful, rude and inappropriate.
You can make it very clear that you miss him, love him and want to spend time with him but due to how she's acted, you've been avoiding him so as not to see her due to how she makes you feel. You don't want an argument, fight and you aren't being mean to her or him – but you need him to understand that she's violating your wish to not be involved in her habit of recording/snapping stuff and this stops you wanting to be places she is.
