You can’t force someone to be the person you want them to be. Your dad doesn’t seem to want to put in effort, so maybe you can do the same. My father was the same way, and at 16 I decided I was done with him.

I will say that for most women, it is a lot more complicated than “just move their hand,” especially if they are feeling trapped or intimidated. I know there are a lot of uncomfortable situations I have felt forced to grin and tolerate because I was worried standing up for myself would put me in an even more dangerous situation.
But the fact her friend and her friend’s bf were there makes me wonder. It’s not impossible to still feel trapped in that kind of situation, but her friend would have to be a real jerk if she noticed that guy making a move when she knows your gf has a boyfriend and she has already expressed discomfort. If I saw something like that happening to my buddy, I would be tapping my bf to get rid of that guy, try to call for help or try to get rid of him myself.
So… I guess I think it’s possible she is telling the truth but also kind of suspicious. Either way, I’d probably break it off simply because you said there were already trust issues before this happened. If you suspect your partner is the sort who might do this kind of thing, then I think that’s reason enough not to continue dating them even if they are innocent. The rest of your relationship will always be you second guessing.
It's proved disruptive for you and your partner to live there. While it's understandable in the short term, both of you are going to have to work together to make it more tenable. You're going to have to force yourself to double check your work so you don't keep annoying these people. Your partner is going to need to follow after you to make sure you're not leaving things behind. Maintaining a decent relationship with these people has to be absolutely paramount to both you and your partner should your relationship have any future. Everyone's got problems, including your partner's parents. So everyone's going to have to work together to get through this uncomfortable period of time.
