I agree that he shouldn’t have kept holding out for something more but let’s not pretend this woman is completely innocent. She continued to accept gifts from him, go for him for advice and communication daily when she knew he had feelings for her. It seems they mutually agreed to continue being friends and see where it goes. She didn’t actually say she wasn’t interested in him, but wasn’t interested because she got out of a break up.
I don’t see where she told him his advances aren’t welcome. I would agree with you if she had set boundaries with him but she’s not stupid. She knew he had feelings for her and kept him close for some reason.
